In total basing on results for 2007 the receivables of the Holding reduced by 795 million rubles and constituted 4 billion rubles, of which 2.2 billion rubles were the debts of the consumers and customers of electricity, power on the retail and wholesale markets of electricity and heat. The subscriber receivables of sale company "Energosbyt" consumers compared to the beginning of the year reduced by 453 million rubles.

Growth of electricity consumption after economical decline of 90's with simultaneous resource investments requires careful assessment of existing production capacities of the energy holding in terms of reliable and efficient meting the demand for electricity and heat.

Reduction of power stations capacities commissioning in the time period of economical decline resulted in accelerated depreciation of the basic equipment. For instance, in JSC "Tatenergo" 88% of capacities of power boilers and turbines had worked over 25 years, 35% of capacities had worked over 35 years.

Reduction of equipment operation efficiency will aggravate the competitiveness of products when accessing the NOREM.

In view of the above-mentioned the task of technical politics of JSC "Tatenergo" is to define the ways for reaching the competitiveness of production of electricity and heat with adequate reliable electricity and heat supply to consumers, reduction of operational costs.

During realization of the investment projects it is necessary to define the real extent of technical refurbishment and modernization to the aim of rational finance allocation.

Technical politics in operation of thermal stations:

  • Technical refurbishment and reconstruction of existing capacities utilizing new equipment and modern advanced technologies, including construction of gas -turbine installations with recovering boilers with efficiency of fuel use at the level 84% and steam-gas installations with efficiency over 51% in condensation regime.
  • Modernization equipment in operation, including improving of turbine installations, enhancing efficiency of boiler house installations, improving the non-core equipment including: modernization of running part of turbines, utilization of over-shroud and end axis-radial sealings, organization of extraction 30 àtà on production from I non-adjusted turbines extraction, increase of capacity of district heating extraction, installation of system of ball cleaning on turbine condensers, reconstruction of boilers with increase of their capacity, installation of hydro clutches and frequency-variable electrical drives on feeding, network and other pumps.
  • Decommissioning of physically and morally aged equipment, first, the turbines and boilers with parameters 90 àta, 5000 C and lower.
  • Enhancing reliable operation of existing equipment through increase of repairs quality.
  • Repairs on basis of technical condition of equipment and on results of comprehensive diagnostics of equipment.
  • Refurbishment of big boiler houses on basis of gas turbine installations, allowing to considerably reduce specific fuel consumption fro heat distribution though combined generation of electricity and heat.
  • Reduction of poisonous impact of power engineering production upon environment through utilization of new of burners and furnaces to the aim of oxides reduction, increase of share of volume of water pretreatment by thermal method on basis of membrane technologies.
  • Extensive use of ASUTP, ASKUE, ASKUG.
Technical politics in area of heat supply:
  • Construction of new heat lines for heat supply to newly constructed houses and social entities.
  • Construction of heat lines - bridges, connecting co-generation plant, large boiler houses and trunk thermal grids into the single district heating system.
  • Acceleration of rates of worn out heat lines replacement.
  • Construction of new and reconstruction of existing step-up pump stations.
  • Transferring consumers from low efficiency quarter boiler houses to heat supply from co-generation plant and large district boiler houses of JSC "Tatenergo".
  • Reduction of losses with leakage of heat and water in new construction and replacement of sections of heat lines with foam polyurethane (PPU) and foam multi- mineral (PPM) insulation with service life up to 30 years.
  • Dispatching of thermal grids providing control over parameters in major points of trunk and intra-quarter thermal grids.
  • Reconstruction of TSTP and ITP using modern energy conservation equipment (plate heaters, computerized pumping equipment, automation and controlling).
  • Equipping thermal grids with devices of automation, control, metering of heat.
Technical politics in the area of electrical grids:
  • Avoiding aging of fixed assets of grids and electrical network equipment through their reconstruction and technical refurbishment (modernization of substations, reconstruction of high tension transmission lines, modernization and development of information infrastructure).
  • Connection of new consumers to electricity, development of sale market.
  • Minimization of grid restrictions, which allows to provide work to commissioned generation capacities with no any restrictions.
  • Development of centralized technological management of electrical grids.
  • Enhancing the reliability of the grids and manageability by using the new highly efficient equipment and technologies.
  • Enhancing the efficiency of functioning through well-thought - out simplifying the major schemes, reduction of costs and losses in the grids.
  • Making automated substations.
  • Reduction of electricity losses in electrical grids.
