Basic Trends of Information Technologies (IT) Development in JSC "Tatenergo" holding

Òactics for time period 2005-2008

Goal and assignment - building up the efficient corporate information integrated system of "Tatenergo" holding management, aimed at information support of business-processes and basing on a single complex of the technological, software, organizational documentation and high-skilled professionals.

Strategies for time period 2005-2008


Basing on the goals set by "Tatenergo", aimed at getting the maximally efficient economy and promoting the permanent growth of profits, the unified integrated information management system is considered the most efficient instrument, allowing optimize the business activity of "Tatenergo" under conditions of the fast changing environment. The designing of the unified integrated information management system will be implemented under the single management with the personal responsibility on basis of the single centralized budget pursuant to the approved plan.

Basic strategies for the current time period:

  • Maintaining the single information environment in the holding.
  • Designing and utilization of strategic and tactic plans of the organizational, technical, program, information development of management system in "Tatenergo" using the high technologies.
  • Commencing the creation of information model of the energy company.
  • Development, growth, training of the high-skilled managerial and engineering personnel of "Tatenergo" on basis of the information technologies.
  • Implementation of the International System of Management of Information- Technological - services (ITSM - IT Service Management) - using the Information Technology Infrastructure Library - ITIL
  • Implementation of the outsourcing in the IT area.


Òactics: taking into account the mandatory stage-by-stage integration

Basing on the strive to achieve within the shortest possible time period, the stable, developing economy in "Tatenergo", the reorganization of the existing partially decentralized information system into the unified integrated information management system is considered the significant instrument allowing reform the activities of "Tatenergo" under conditions of the growing economics and the aggressive foreign market.

The integrated information system of JSC "Tatenergo" head-quarters may be presented as the three inter-related management levels.
JSC "Tatenergo"

Each level shall implement its major managerial task:

Business management level

The level of the company management (administrative and business) solves the strategic tasks. The respective ERP-system provides the general company resource management, including the part of functions of production support (long-term planning and strategic management for the year, quarter, month).

Tactic tasks for this level for the 2005-2008:
  • Implementation corporate information management system "Parus" for management accounting, planning and strategic management
  • Utilization of OLAP solutions (archive of the data and multivariate analysis) for computerization of budget management and control
  • Implementation of the corporate system of document control (electronic document control)
  • Transfer of the automated book-keeping system to the International standard
  • Continuation of works for utilization of Automated system of energy resource sale management (ASU SE)
  • Implementation of the analytical system and system of forecasting for JSC "Tatenergo" at the e-trade of electrical energy
Level of production management

This level of management (production) solves the tasks of the efficient production process management. The respective ERP and EAM systems provide the efficient utilization of the resources (raw materials, energy carriers, production facilities, personnel), as well as the optimal realization of the planned tasks (per shift, per day, per decade, per month) at the level of subdivision, workshop, regional electricity grid, RPU, branch company.

Tactical tasks for JSC "Generation Company":
  • Implementation of the system of management of the fixed assets of the companies for maintenance and repair (ÒÎIR) and keeping the archive of technical documentation
  • Implementation of the PARUS system for each task rate.
  • Implementation of the corporate system of document control (electronic document control)
Tactical tasks for the JSC "Grid Company":
  • Commencing of creating the "Manageable model of electrical grid"
  • Transfer of the certification system to the level of system of management of the maintenance and repairs (TOIR) as the basis for management the fixed assets of the companies (EAM-systems (Enterprise Asset Management).
  • Implementation of the PARUS system for each task rate
  • Implementation of the corporate system of document control (electronic document control)
  • Utilization of the software for projected tasks (calculation of balances, acts of thefts, regimes, losses)
  • Extension of functions of module "Technological connection of consumers"
Efficient management

This level of management (technological) solves the traditional tasks of technological process management

Tactical tasks for JSC "Generation Company":
  • Implementation of AIIS KUE with selection of each subject along the perimeter.
  • Building of operative- informational complex at each branch, upgrading the tele- mechanics
  • Implementation of ASKUT (2 turn)
  • Implementation of ASUTP (on basis of the separate plan pursuant to plans of implementation of GTU etc.)
  • Upgrading the corporate data communication network (including: reservation of communication channels, replacement of dispatch junction boards etc.)
Tactical tasks for the JSC "Grid Company":
  • Upgrading the corporate data communication network and building the alternative communication channels
  • Upgrading the ASDU in the branches and RES
  • Establishing the ASUTP of substations
  • Upgrading the ASKUE and building the systems of technical metering of electricity.
