In 2005 the nature conservation activity of branches of JSC "Generation company" was organized according to requirements of applicable laws of Russian Federation and Republic of Tatarstan. Nature utilization by branches was done according to agreed limits as part of valid licenses.
Despite increase of ratios and normatives of payments, in 2005 thee was reported the reduction of environmental charges in branches of JSC "Generation company", as a result of a big job of each branch for minimization of negative impact of companies upon environment.
In JSC "Generation company" in 2005 there were charged the environmental fees in amount of 12.33 m. rubles (see fig.1), which figure is less by 4.11 m. rubles (21%) against the last year charges. Charging the normative fees decreased by 3.2 m. rubles (29%), extra normative - by 0.991 m. rubles (by 272 times).
For the first time in the last 5 years the extra normative charges, not included in the budgets of branches, lacked. Lack of non-planned extra normative fees was because of change of law base of RT regarding their charging, and was a result of systematic work of all branches regarding meeting the established limits and permissions, meeting the time limits for development the normative-permission documentation.
Reduction of general charges was in the next types of polluting wastes (see fig. 2):
1. "For burying the wastes of production and consumption" - by 2.1 times due to improved stations work for accounting the wastes formation, reduction of list and volume of wastes, buried in environment (by 35%), extension of names and increase of volume of wastes (by 40%), transferred to outside organizations for recycling.
2. "For drainage of polluting agents in water entities with organized drainage" - by 1.8 times through economy of water resources and reduction of water consumption by branches of JSC "Generation company" by 7.8%.
3. "For drainage of polluting agents with surface drainage" - by 34% through increase of new use of waters PLK in technological cycle.
Conservation of atmospheric air
Total emission of polluting agents in 2005 was 29,525.990 t (see fig.3) (decrease by 4.22%) with reduction of emissions regarding each component. The emissions of carbon oxide reduced by 22%, emissions of hard agents - by 25,6%, sulfur dioxide - by 6.6%, nitrogen oxides - by 3.4%.
The implemented activities for conservation of the atmosphere resulted in that within 5 years the total volume of polluting emissions decreased by 67.7%.
Volume of emissions of polluting agents into the air in 2005 is the lowest within the last 14 years.
In the company the focus is made on solving problems of reduction of impact on the air in the locations of power engineering entities. Within the last 5 years the input of emissions from our companies into the air of the towns and villages decreased (see Fig.6).
Within 5 years the emissions in Kazan decreased by 51%, in N.Chelny - by 61%, in Nizhnekamsk - by 70%, in Zainsk - by 27%, in Urussu - by 12%.
Share of emissions of polluting agents into the air of Tatarstan from the company entities decreased from 23.8% in 2001 to 11.9% in 2005.
Protection of water basin
As a result of annual actions by JSC "Generation company" regarding upgrading and repair of equipment, reduction of expenses for own needs, utilization of resource conservation technologies and implementation of nature conservation actions in 2005 we succeeded in reduction of water consumption from the natural sources and respectively the drainage of drainage waters in water subjects.
Total water consumption in JSC "Generation company" in 2005 was 218.175 m. m3, which did not exceed the limits of annual consumption (Fig.7).
With increase of electricity generation by 0.3% and heat by 2.1%, as a result of saving of water resources by the stations, the volume of water, used for own needs reduced by 7.8% and was 192.4 m. m3 (Fig.8).
The most water saving companies were Kazan cogeneration plant-1 (reduction by 11.8%), Nizhnekamsk cogeneration plant (reduction by 11.7%), Urussu condensation plant (reduction by 11.2%), Kazan cogeneration plant-3 (reduction by 9.5%).
Water from surface water basins decreased by 9%, basically, through reduction of drainage of normatively-clean waters after cooling of equipment at Kazan cogeneration plant-1, Nizhnekamsk hydro power plant , Urussu condensation plant (in total compared to 2004 - by 13.245 m. m3). Basic u\input was done by Urussu condensation plant (10.8 m. m3) because of modification of equipment composition in winter.
Due to increase of electricity generation by Nizhnekamsk hydro- power plant the volume of drainage of dirty waters, drained with no purification, increased by 100 th.m3 (by 7%).
Drainage of inadequately clean waters compared to last year reduced by 9%.(Fig.9).
The volume of the recurred - successive water supply increased by 4.98 m. m3 since 2004 year was 45.23 m. ì3. Basic input in increase of recurred - successive use of waters was done by Nizhnekamsk cogeneration plant (88. 4%) through new use of cleaned masout and oiled drainages, slime, storm waters and melting waters.
Handling the production and consumption wastes
In 2005 in branches of JSC "Generation company" formed 37,434.331 tons of wastes of production and consumption (OPP) (increase by 9,9%) (Fig. 10).
In the last 5 years in JSC "Generation company" we witness stabilization of volumes of wastes forming.
With increase of formation of OPP at Zainsk condensation plant (by 1.6 times), at Naberezhnye Chelny cogeneration plant (by 14 times), at Kazan cogeneration plant-3 (by 1.3 times), because of increased volume of repair and construction, at some branches we witness considerable reduction of volumeà of formation of OPP (Fig.11).
At Kazan cogeneration plant-2 reduction of volume of formation of wastes was 35% (by 1,240 tons), at Ur condensation plant - 31%. Volume of formation of OPP at Yelabuga cogeneration plant, at Kazan cogeneration plant-1, Nizhnekamsk hydro power plant and Nizhnekamsk cogeneration plant remained at the last year level.
At Zainsk condensation plant , compared to last year, volume of formation of wastes increased 1,740 t (by 61%). Amount of wastes of III class increased because of worked out turbine oil by 131.0 t. Amount of wastes of IV and V class increased through formation of construction garbage (797.9 t), asbestos (79.9t), mineral cotton (498.2t) and broken bricks (630,6t).
At Kazan cogeneration plant-3 volume of formation of wastes increased by 2,159.3 t (by 34%) basically due to wastes from cleaning fuel oil tanks (1,634.8 t) and construction wastes.
At Naberezhnye Chelny cogeneration plant volume of formation of wastes increased by 1,405.6 t (by 39%). Increase of formation îf wastes was because of big repairs of gas passages of boilers #3, 4, 5, repair of underground pipelines, overhaul of health care center, ceremony hall. Wastes of roof were 223.3 t (173%), construction wastes - 1,250.54t (155%)
Reduction of volume of formation of OPP at Kazan cogeneration plant-2 is specified be reduction of share of use of coal in fuel balance of stations by 2.6 times (from 9.675 th.t in 2004 till 3.7 th.t in 2005). In 2005 was reduction of formation of ZSO by 51.4% compared to last year.
In 2005 at Nizhnekamsk cogeneration plant there was reported reduction of formation of under burning of lime compared to last year by 1.8 times (by 1,934.4t). This reduction is associated with the fact that in 2005 was stopped the keeping of lime on the open site. Lime was kept in close rooms thus excluding the soil degradation and polluting of the air, it increased the activity of lime against 2004 by 45.5%. At the same time due to increase of volume of capital construction, sanitary cleaning of territory of PTK-2 the construction wastes increased.
ÂIn 2005 by 920.5 t (13%) reduced the volume of wastes, transferred for provisional storing in the branches . Volume of wastes, given to outside organizations for recycling within a year increased by 7.7 th.tons (increase by 1.5 times) and first for the last çà ïîñëåäíèå 4 year, was over the half of total formed wastes (64.1%). The same figure in 2004 was 47.8%, in 2003 - 36.5%, in 2002 - 43.8%, in 2001 - 55.9%.
The list and volume of wastes decreased (by 37%), which wastes are given to outside organizations for burying decreasing the loan upon environment. The best figures are reached at Urussu condensation plant (reduction from 597.8 t to zero), at Zainsk condensation plant (reduction by 1,122.6 t or by 61%), at Kazan cogeneration plant-3 (reduction by 92 t or by 58%). At Nizhnekamsk cogeneration plant of 22 names of wastes in 2004, given for burying, in 2005 remained only 4, and the volume decreased v\by 367 t (by 33.6%).
Biggest volume of formation of OPP falls on wastes of IV and V class of damage (93.4%). Wastes of IV class traditionally are the bigger part (76.7%), on under burning of lime, slime HVO and ash from coal burning fall 44% îf total volume of formation of OPP (16,529. 7t, reduction by 7%). Share of wastes of V class of damage remained on level of last year and is 16.5% (reduction by 1,5%).
Volume of ferrous metal delivery in 2005 decreased compared to 2004 by 17.8%, non- ferrous metal - by 5%.
Volume of wastes, on territory of branches for long storage in slime hills, slime collectors within 5 years decreased over 40.0 th. tons (by 5%).
Implementation of nature conservation plan
In 2005 expenses for nature conservation were 64.45 m. rubles. Plan was done by 104.7%. The milestones are:
- Nizhnekamsk cogeneration plant - use the scheme of recirculation of smoke gases on ê.à. TGME - 464 st. #1, 3, 4, 5, 7, 8. Ecological effect - decrease of emissions of NOõ by 1,895.5 t; adjustment of reduction of emissions of nitrogen oxides at the power boiler ÒGME-464 sr. #1, ecological effect - decrease of emissions of NOõ by 35 t; resource conservation actions for economy of water (new use of clean mazut drainages, recycling of clarified water) resulted in decrease of water consumtion by station by 3.29 m. m3.
- Kazan COGENERATION PLANT-2 - reconstruction of boiler st. #7 with replacement of ash catching device and installation of recirculation of gases . Ecological effect - decrease of emissions of nitrogen oxides by 80.0 t; repair of aspiration installations of AU-6 shop of fuel supply, ecological effect - decrease of emissions of coal duct by 28.0 t;
- Urussu condensation plant - adjustment works for keeping optimal burning at boilers st.#4-10 ÒP-170. Ecological effect - decrease of emissions of NOõ by 15.0 t.
- Zainsk condensation plant - utilization of Installation for ultra-filtration of waters of capacity 270 t/h. Ecological effect - improving of water, used in desalting, reduction of specific consumption of reagents, reduction of ferrum concentration by 6 times, improving quality of drainage waters
- Kazan cogeneration plant-3 - installations of regeneration solution in scheme of utilization of drainage waters at thermo- desalting complex; utilization of resource conservation technologies of water pre-treatment with automation of technical process at chain #7. This allows to reduce water consumption by station by 2.1 m. cub. m p.a.
ÂIn 2005 for the first time was specified the prevented ecological damage. As a result of nature conservation actions by the companies, programs, aimed at keeping safe and improving the quality and quantity parameters, determining the ecological state of environment we managed to prevent the environmental damage for amount over 22.8 m. rubles, the prevented ecological damage regarding air was 18.4 m. rubles, land and wastes - 3.96 m. rubles, water - 451.2 th.rubles.
Ñimproving the environmental control system
In 2005 the environmental politics were adopted at Naberezhnye Chelny cogeneration plant, Zainsk condensation plant, Urussu condensation plant, Kazan cogeneration plant-3, Kazan cogeneration plant-1. The documents are being prepared at Yelabuga cogeneration plant.
Further to defining the environmental aspects of activities of the branches (2003 - 2004), in 2005 thee were developed the standards related to system of environmental control, the integral part of system of control over branch. Standards been developed to the aim of improving organization of environment control. Requirements of standards are additional to activity of the company in total. Goal of improving the environmental management in branches is provision of norms implementation, which norms limit the damaging impact of production upon the environment.
In branches of JSC "Generation company" in 2005 were developed and used the Regulations for Ïîëîæåíèÿ production ecological control, the Programs of Production control over sanitary state are in force. In addition to existing projects of sanitary- protection zones (SZZ) at Kazan cogeneration plant-1 and at Kazan cogeneration plant-2, were approved the projects by Rospotrebnadzor of RT and used at Kazan cogeneration plant-3, Zainsk condensation plant, Urussu RES and district boiler houses of Kazan. Thus the branch except for in N.Chelny, Nizhnekamsk, Yelabuga have projects of sanitary- protection zones.
Endeavor of the company in organization and implementation of nature conservation is highly appreciated by Government of RF, Cabinet of ministers of RT, RAO "UES Rossii", Rostehnadzor RF, which companies presented to it and the branches the diplomas and medals "EKOLeader-2005" (JSC "Generation company", Nizhnekamsk cogeneration plant, Naberezhnye Chelny cogeneration plant), "For achievements in area of environment control" (JSC "Generation company"), "For efficient ecological program" (JSC "Generation company", Naberezhnye Chelny cogeneration plant), "For big input in development and utilization of projects in the area of environment control" (Nizhnekamsk cogeneration plant), "For actions towards utilization of resource conservation technologies" (Nizhnekamsk cogeneration plant), "For utilization of system of environmental management" (Nizhnekamsk cogeneration plant).
