In 2003 JSC "Tatenergo" gains a new status, having successfully completed the stage of financial recovery and starting the complex process of reforming the power engineering industry of Tatarstanà. The major task of this time period was preparation for the entrance upon the energy market with the upgraded production facilities and competitive products. The most severe implications were made for sharp reduction of production expenditures and decrease of the fuel and repair composites in the prime cost of energy. As the tools for these tasks implementation in 2003 were developed and detailed the Costs Management Program, the plans of R&D and new technologies, the program of diagnostics, the program for loss reduction in transporting etc.
In the power system there was designed the Costs Management Program up to the year of 2005. The regular meetings are held under chairmanship of General Director of JSC "Tatenergo", Mr. I.S. Fardiyev related to issues of the losses in the heating and electricity grids. At the same time there was done a big work regarding the reforming energy repair sphere, personnel number optimization, energy facilities modernization and utilization of the brand new technologies.
In February JSC "Tatenergo" holds the first in history of the power system of Tatarstan, tender for supply of gas-turbine plant for Kazan CO-GENERATION PLANT-1, JSC "Mashinostroitel" ( Samara) won the tender, and in 2004 there were started the works for commissioning the two gas-turbine plants of total capacity of 50 MW. To the aim of enhancing the effectiveness of the repair works and optimization of personnel number, in March of 2003 there was established as part of Kazan electricity grids the independent repair company for the repair of the electricity grids - "PRES" Ltd. And for the cardinal improvement of the quality of the repair in JSC "Tatenergo" there was declared the competition "Golden boiler" for the best repaired boiler in the course of the repair campaign of boiler – or turbine plant.

In March JSC "Tatenergo" conducts the unique action related to reconstruction of the aerial bridge across Kama river of 1.5 km of inter-system 220-kV line "Kutlu-Bukash - Nizhnekamsk", which provides the reliable electricity supply both to Kazan and Mari El, Chuvashiya and Kirov regions. In August for the first time in the heating grids of "Tatenergo" on the pipes of 1000 mm diameter there was applied the foam polyurethane insulation, and in Naberezhnye Chelny 1 km 200 m of the newly insulated pipes were laid down. In October at Nizhnekamsk CO-GENERATION PLANT-1 at the boiler turbine facility the variable drive was tested in operation, which commissioning would allow to make a smooth start of the equipment and save the power-plant consumption. By the end of 2003 the Buinsk electricity grids successfully complete the large-scale three-year replacement of the control boards in each of the 6 REG’s with the new boards of Uliyanovsk production. In November Buinsk EG of JSC "Tatenergo" commission for electricity supply to the alpine-skiing complex Tatarstanà "Sviyazhsk", the SS 110/10 kV "Savino", built using the modern SF 6 and vacuum equipment. In total the commissioning of the fixed assets of the power system in 2003 was 29.5 m. rubles with regard to capital construction.

The milestone of 2003 was the meeting held in March in "Tatenergo" by the Coordination Council of managers of research centers of RAO "UES Rossii", where the Vice Chair for the Board, Mr. Vyacheslav Voronin told that the process of reforming of the repair production of JSC "Tatenergo" was done on a competent level and with the specified guaranteed social package for the personnel. In August of 2003 the status of the subsidiary of "Tatenergo" was gained by the Engineering Center "Energoprogress" Ltd, and in October there was opened in "Tatenergo" the company "Energouchet", to the aim of providing the maintenance and repair of the devices for metering of electricity and heat. In February of the same year the second in Russia Arbitration court was opened in "Tatenergo", which competencies include handling of the arguments, associated with the default or the undue fulfillment of the power supply agreement.
The April was marked for JSC "Tatenergo" by opening by President of Republic of Tatarstan of the new administration building of the new Buinsk division of "Energosbyt" company in Buinsk, where all the favorable working facilities are available fro personnel. In May 60 families of the personnel of Almetiyevsk electricity grids moved to the new apartments. By the end of the year the Kamsko-Ustiyenski Regional Electricity Grids of Buinsk Electricity Grids moved to the new administration building.

And the Administration of JSC "Tatenergo" met the professional holiday – the Power Engineer Day, celebrated on December, 22, in the new administration building equipped with the state-of –the- arts technologies. In June its 70-th anniversary celebrated the oldest plant of the Republic – the pioneer of GOELRO Plan in Tatar Republic – the â Kazan CO-GENERATION PLANT-1. And in September there was held the first forum of the veterans of JSC "Tatenergo". In 2003 there was created the Youth organization, the first forum of which would be held in November. In the course of November visit of the Chairman of the Board of RAO "UES Rossii", Mr. À. Chubais to Kazan, the RAO UES, JSC "Tatenergo" and Kazan State Power Engineering University sign the Agreement on building the new training- lab complex of Kazan State Power Engineering university.
In October of 2003 year the was held the "round table" meeting at Nizhnekamsk HYDRO PLANT related to the issues of creating the complex system of monitoring of the water storage basin impact upon the environment. Basing on the results of the year, the JSP "Tatenergo" was named the winner of the Republican competition "Ecology and Industry" in the nomination "For Utilization of Technologies, Contributing to Reduction of Negative Impact upon Environment".

Regarding the results of the Republican competition for the best R&D, patent-license work, the "Tatenergo" was named the "The Best Company in R&D Activities". In 2003 the total effect regarding the plans for the new technologies, increased by 3 times and constituted 20.8 and 63.7 m. rubles respectively.
The chief engineer of Kazan Electricity Grids of "Tatenergo" V. Belyavski and the chief engineer of Kazan CO-GENERATION PLANT-1 H.F. Minikayev became the Laureates of the All-Russia competition "Engineer of the Year 2003." Director for Economics and Finances – First Deputy General Director of JSP "Tatenergo" G.M.Minnekhanova was named the absolute winner of first stage of Russian competition "Manager of the Year-2003" in Tatarstan Republic. The high appraisal of the work of power staff of Tatarstan related to heat supply for Kazan residents in the last heating season was given by the head of Kazan administration office at the session of the City Council of the People’s Deputies
According to the rating results by ÀK&Ì, JSP "Tatenergo" takes the 30 place among 100 most significant companies in the economy of Russia. In its own industry – the power engineering - the Tatarstan power company rates the second, after RAO "UES Rossii". And the corporate site of JSP "Tatenergo" takes victory at the All-Russia competition for the best publication on problems of Fuel and Power Engineering Complex "Prometey".
