 | | Poles HL-500 | At the cross-roads of the millennia the power industry of Tatarstan starts the new stage in its development. The obsolete fixed assets, the necessity of the new approaches to generation and consumption of energy make severe implications for the industry.
The awareness of the role of power engineering has enhanced has resulted in resuscitation of "PEO "Tatenergo", which was close to bankruptcy. The government of Tatarstan pays the closest attention to these problems resolution, in 1999 President of TR, Mr. M.S. Shaimiyev visited Zainsk CONDENSATION PLANT , during which visit the necessity to refurbish and reconstruct the power system of the Republic was voiced. As well as creation of the favorable climate fro investments.
In March of the same year there was signed the Agreement between the TR Government and the RAO "UES Rossii" in the area of power engineering, and in September by the order of Cabinet of Ministers of Tatarstan Republic, Mr. I.S. Fardiyev was assigned the General Director for "PEO "Tatenergo. Under his administration the power system gains the second wind and develops new prospects.
1999
In 1999 four new substations were commissioned: "Usady " in Privolzhskiye electricity grids, "Pismyanka " in Bugulma EG, "Kadybash" in Yelabuga EG and "Urasayevo ", and on July, 24 the facility for reverse osmoses was commissioned at Nizhnekamsk CO-generation plant-1 on basis of the joint program Gore - Chernomyrdin.
2000
"PEO "Tatenergo" met the year of 2000 with the in-full-repaid indebtedness regarding the wages and salaries, with the indebtedness before the Republican budget and retirement fund repaid in the volume of 60% and with tendency towards decrease of the accounts payable and receivable. For the first time for the last 5 years the production activities of "PEO "Tatenergo" was characterized by increased electricity production, and the total volume of the products constitutes 110.7% against the last year figure. In 1999 the loads of the own plants of the power system is increasing, and as a result, the share of the electrical energy purchased from RAO "UES Rossii" decreases by 54%. The cash composite in structure of payments for the generated energy is also increasing, which by the end of 1999 constitutes 22% of the total payments against 5,2% in 1998.
The number 1 task for the year of 2000 was the 100% cash payments for the generated energy, and in the "PEO "Tatenergo" starts the process of radical reforming of the total energy sale system, and the issues of the permanent non-payments by the Republican entities for the energy consumed are solved by the Government.
Already in March of 2000 the Goskomimushchestvo (State Property Management Office) of Tatarstan is responsible for transfer on balance of "PEO "Tatenergo" of the electricity network entities in charge of local administrations, as repayment of the debts of the resellers for the received energy in the amount of 700 m. rubles, and also to the aim of doing away with the intermediaries between the producers and consumers of energy. Because of the intermediaries the losses in selling reach 50%.
The year of 2000 becomes the year of financial stabilization of "PEO "Tatenergo", which is a result of realization of the measures of the Complex program of financial recovery, approved by the Cabinet of Ministers of Republic Tatarstan. The Power Association reaches the minimally required level of economic efficiency of 15%, which allows to cover the mandatory current expenditures from the profit as well as stream the funds for providing the social guarantees of the staff of power system. Within 2000 the level of salary in "PEO "Tatenergo" increases by twice, from the middle of the year the system of payments for labor and the system of bonus payments change, over 18 th. meters of apartments are commissioned. The level of payments for the energy consumed exceeds 100% with 75% cash content in payments, and the total volume of investments constitutes over 877 m. rubles. Specifically, SS "Poisevo-100 kV" and HL Poisevo-Muslyumovo are commissioned, which allows provide the reliable back-up energy supply to consumers in three regions of the Republic: Menzelinsk, Muslyumovo, Aktanysh.
 | | SS "Bugulma-500" | In 2000 there was also made the replacement of the auto-transformer group SS "Bugulma-500 kV", which operation is necessary for electricity supply to a number of the oil extraction regions of Tatarstan; the first turn of SS "Chekalda -110 kV" with HL -100 kV Salaushi – Chekalda is commissioned, which is a first step to conversion of consumers of Agryz district to electricity supply from electricity grids of the power system.
Also this year the HL ÂË-110 kV Bugulma-Pismyanka is put to operation, which allows to more cost-efficiently distribute the loads of the auto-transformers of SS "Bugulma-500 kV" and " Pismyanka -100 kV"; the reconstruction of HL-110 kV CO-GENERATION PLANT-1 – Zapadnaya is completed, it can provide electricity supply for Vakhitov and Kirov districts of Kazan; the reconstruction of HL-220 kV Nizhnekamsk-Bukash-Kinderi is continuing, which could allow transfer the capacity from the power-excessive Nizhnekamsk district of Republic to the deficiency Kazan region.
Also among commissioned are the hot water boiler ¹3 of capacity of 180 Gcal/h of the district boiler house "Savinovo", covering the increased loads of the Novo-Savinovo district of Kazan. The new step in the repair works sphere would be the transition of the specialized repair company "Tatenergospetsremont" to general contracts system with further elimination of the small subcontractors and organizations and doing the overhaul of the premises of the stations by the own staff of the workshops of “TESR". The samples of the brand new heater - the wall and the roof foam concrete and the polyester concrete – the products produced by the enterprise, were awarded a n honor charter at the exhibition of the energy conservation technologies, and in 2000 the company started their mass production.
The new milestone in development of the power industry of Tatarstan was the development and approval of the Energy Conservation Program both at the level of Republic of Tatarstan, and the "PEO "Tatenergo", for the years of 2000-2005 thru 2010. Its basic task would be the implementation of the strategic tasks of further power system development, conversion to the modern steam and gas technologies of the generating energy sources with the considerable reduction of the specific expenses for energy generation, decrease of the losses in energy transfer in the grids, development of system of power monitoring and accounting. Already in 2000 there was designed the mechanism of managing the process of energy conservation; the priority dimensions of the development and technical refurbishment on basis of the modern resource conservation technologies and the scheme of the placement of the steam and gas and gas and turbine facilities at Co-Generation Plants and è boilers; the program of actions for the years of 2000-2002 for creating the Corporate System for Commercial Metering of Energy, including three basic dimensions: computerized system for commercial metering of electrical energy (ASKUE), computerized system for commercial metering of heat (ASKUT), computerized system for commercial metering of fuel (ASKUTOP).
The major tasks of "PEO "Tatenergo" for the next years become the reduction of the expenditures as part of the renewed program of financial recovery and enhancing the investment attractiveness of the power system.
 | | Nizhnekamsk HYDRO PLANT | In spring of 2000 the Government of Tatarstan made significant decision to raise the water in Nizhnekamsk water storage basin up to the projected mark of the upper pond of 68 meters, which would allow Nizhnekamsk hydro plant to generate twice more of the cheap energy, from the mark of 62 meters, to stop at which mark was decided 10 years back as this was required by the environmentalists. This decision was supported at the extended meeting of the Research and Engineering Council of RAO "UES Rossii" and the Academic Council of the Russian Academy of Sciences devoted to issues of reliability and safe operation of the big power systems, and held in September of 2000 in N. Chelny. At the meeting there were discussed the project of the development program and the concept of technical refurbishment of hydro-power engineering facilities for the time-period till the year of 2015. The problems of operation of the Nizhnekamsk water storage basin at the non-designed mark were named the most significant as part of the Volga-Kama cascade and requiring the urgent solution. An ad hoc commission for monitoring the ecological and economical aspects of raising the level of water storage basin, the next research institutions will study this problem in detail, among them are the institutes in Samara, Moscow, St. Petersburg, also the specialized organizations of the Republics of Tatarstan, Bashkortostan and Udmurtiya, which interests would be impacted by the future water level raise.
 | | Engine room of Nizhnekamsk Hydro Plant | In September of 2001 the Deputies of National Council of Republic of Tatarstan admitted the loss of effect of Resolution of the Supreme Council of TASSR from April 17, 1990 "Level of Water Storage Basin of Nizhnekamsk hydro plant", and gave the "green light" for conducting the detailed analysis and comprehensive study of the problem.
In March of 2002 there was held the meeting in Izhevsk of the Prime-Ministers of the three Republics - Tatarstan, Bashkortostan and Udmurtiya – which meeting resulted in signing the three-party Agreement on cooperation in the area of power engineering. It contained the general principles and approaches of the Republics to problems of reforming of power engineering industry of the country, as well as entrance of Republic of Udmurtiya into the Inter-Governmental Energy Coordination Council, organized by Tatarstan and Bashkortostan in summer of 2001. The statement on this Council (in charge of Mr. Fanis Nafikov, the former Deputy General Director on Economics) was approved.
In July of 2003 the Governments of the three Republics - Bashkortostan, Tatarstan and Udmurtiya concluded the Agreement on operation of Nizhnekamsk water storage basin at the level of the upper pond of 63.3 meters. The final decision regarding the raise of water level in water storage basin up to the design mark of 68 m has not been taken so far, but the parties agreed to continue the search of reasonable compromise to satisfy the interests of the three subjects of RF. To the aim of creating conditions for raising the efficiency of operation of hydro-power stations there was created the inter-governmental ad hoc group, the feasibility study for investments for finalization of the buildings of Nizhnekamsk Hydro Plant and for raising the water basin at the projected levels 62, 66 and 68 meters.
 | | Kazan State Power Engineering University | The year of 2000 was marked by a break-through in personnel policy. The administration of power system pays close attention to HRM policy, aimed at personnel skill level upgrading, attraction of the young skilled professionals. "PEO "Tatenergo" establishes close contacts with the leading branch educational establishment of Tatarstan. Since September of 1999, Kazan Branch of Moscow Power Engineering Institute gains the independent status and is converted into Kazan State Power Engineering Institute, in March, 2000 the Commission of Ministry of Education Russia conducts licensing, certification and accreditation of KSPEI. The new status allows to start the target personnel training for major power engineering professions, on basis of agreements with various companies and organizations, and on the first hand with "PEO "Tatenergo". Personnel training for power engineering industry of the Republic, as well as development of the power complex in general, are under focus of the Government of Tatarstan. The students, the first wave graduates of KSPEI, were awarded diplomas by President of TR, Mr. M.S.Shaimiev
 | | Completing of academic degrees by students of KSPEI | In 2001 the institute gains the status of the university with possibility to open the regional and federal training centers, to have research institutes and incorporated colleges, to train specialists for various professional spheres. Beginning from 2000 the management of "PEO "Tatenergo" starts the target enrollment of the students for various correspondent programs and evening classes. Due to close relationships between "PEO "Tatenergo" and KSPEU 100 specialists-graduates of the university have been employed by various power companies within 2 years. In 2002 the administration of the power system establishes five nominal scholarships of JSP "Tatenergo" for best senior full-time students of the KSPEU and the scholarships named after professor F.Z.Tinchurin awarded for a one academic year. The power company also undertakes to employ the fellows in the companies incorporated into "Tatenergo".
In 2003 for the first time in the history of the University, during the procedure of diploma defense, the qualification training commissions included the technical managers and leading professional of the power system. This is a part of the large-scale personnel policy, pursued by JSC "Tatenergo", who holds interest in having skilled and competent future staff.
